Conditional Amplification — response by state

Unconditional averages hide the story when the mechanism only fires in one state. This operator makes the conditioning explicit and reports the amplification honestly, bucket sizes included.

How it reads

by_state[] per-bucket stats with n; amplification = active vs neutral response ratio. Thin buckets are flagged — a big ratio on n=6 is a hypothesis, not a result.
